Born November 17, 1932, on a farm outside of Burden, Kansas, he was the son of John and Faye (Tucker) Fox. He was raised and received his education in rural Cowley County. In 1954, he was drafted into the United States Army and proudly served his country until his honorable discharge at the end of 1956. He then returned to Winfield and began working for the City.

He was united in marriage to Gwendolyn L. Day on May 23, 1958, at the First Christian Church in Winfield. The couple made their home in Winfield and Ralph began his career on the Road Crew for Cowley County. A short time later, he was summoned to the courthouse by Herb Greely and became a draftsman in the Engineering department at the county. He remained a draftsman at the county until his retirement in 2000. Ralph and Gwen raised and showed Paint Horses, including two World Champions. They took their horses to shows all over the country, winning numerous awards. Gwen preceded him in death on December 16, 2021.

He was a member of Cornerstone Bible Fellowship Church, the Winfield Saddle Club, and the Kansas Paint Horse Association. He was an avid golfer and enjoyed mowing.

His family includes his son Troy Fox and wife, Bridget of McPherson; his sisters-in-law, Patty Dust of Winfield; Carole Day of Winfield; his grandchildren, Jackson and Jaden Fox; and numerous nieces and nephews.

In addition to his parents and wife, Ralph was preceded in death by a son Darryl Fox; brothers, Donald Fox and Raymond Fox, and sisters, Opal Helms and Ernestine Morlan.
