James Steven Duncan, 73, of Winfield, Kansas, passed away early Sunday morning, December 26, 2021, at his home.
Born August 10, 1948, in St. Louis, Missouri, he was the son of James Marvin and Beatrice Rose (Culfoginous) Duncan. He was raised and received his early education in St. Louis before moving with his family to Santa Monica, and then Thousand Oaks, California, where he graduated from Thousand Oaks High School in 1966. Following high school, he joined the United States Navy, serving in the Philippines. After his honorable discharge, he returned to California and attended Moorpark College where he received an associate degree.
James was united in marriage to Janet Lynn Wells on October 9, 1970, in Ventura, California. He then served in the United States Army, retiring as a Master Sergeant. He began his career in law enforcement with the Kings County Sheriff's Department. In 1976, he moved to Houston to be near his family when his father fell ill. There, he worked for the Houston Police Department from 1976 to 1984 until returning to California where he spent time with the Hemet and San Bernadino Police Departments. He later worked for the Inglewood Police Department until his retirement on April 15, 2004. In 2019, James and Janet moved to Winfield, Kansas.
He attended Cambridge Presbyterian Church and was a member of the American Legion, PORAC, NRA, and USPSA. He loved playing bluegrass music, learning the banjo at age 54. He also enjoyed camping.
His family includes his wife Janet Duncan of Winfield; his nephew Scott Horner of Horseshoe Bay, TX; his niece Autumn Duncan of Myrtle Beach, SC and her two children, Paige and Ella; his Godchildren, David Sterling of Hemet, CA; Erin Sterling of Simi, CA; Karin Sterling of Simi, CA; Derek Vanderwall and wife, Stephanie of Nuevo, CA and their two daughters, Emma and Sadie; his aunt Laura Mattson of Horseshoe Bay, TX; and his cousins, Chris Mattson and wife, Jenn of Austin, TX; Michael Mattson and wife, Sarah of Austin, TX; Eric Mattson and fiancé, AJ of Austin, TX; and Dr. Kara Haggert and husband, Dan of Meadowlakes, TX.
In addition to his parents, James was preceded in death by his sister Barbara Horner and his brother Tim Duncan.
Graveside memorial services with military committal honors will be held at 2:00 P.M., Wednesday, January 5, 2022, at the Cambridge Cemetery. Services are under the direction of Miles Funeral Service.
A memorial has been established in James' name for the Cambridge Presbyterian Church. Contributions may be made through the funeral home.
